Why does UN fail to act in the interests of the people?

It seems that the UN appropriated the right to represent the people of a country. In particular, Russia sends to the UN some Mr. Churkin, who brings shame to the Russan people by declaration of support for Putin, and of the proper view of the annexation of Crimea. Many in Russia disagree with his opinion, but they have no way of influencing the choice of the representative, in order to replace Churkin. The principles of the UN do not describe a mechanism for finding out the true wishes of the people, in whose name the UN representatives speak. Therefore, the UN does not pursue the goal of serving the will of the countries’ populations, but serves the interests of countries’ governments..
